I hate to be the one to disagree with you about your own character's ideals, Xana, but from what I can tell, what with his whole judge, jury, and executioner shtick and willingness to let Blanks kill whoever he deems evil or unproductive, I'd say that he's much closer to Light post "I will become god of the new world." Light's whole justification, after all, was that he thought it was his duty to rid society of its evils, dirtying his hands for the sake of creating a peaceful world. Yet he, like Salvantas (as far as I can tell) completely ignored the fact that if he succeeded in creating such a world, the only evil thing left would be him.
Actually about halfway through Light stopped caring about just making a perfect world. If that all he really cared about was that he would have ignored L and continued doing his thing as Light and just kill criminals until the entire world believed there was some angel of death ready to punish every bad guys and L wouldn't have been able to do half as much. Salvantas doesn't want fame, or recognition, as proven by him giving the contract and idea of the United Guild Alliance to Anji. He increases Heroes Unlimited reputation but doesn't accept any praise himself. And yes while he may allow Blank to do what is needed he only strikes those who would continue to cause problems.
