Yeah obviously it's an oh crap moment. Though considering that New Light wont be in control for another 10 years, it's simple to asume they haven't made any major moves yet. It's tiny steps for whatever work they're doing in Aus.

And yeah I was deliberately pushing for some reference to Australia, I need to have some clue of what might be happening to it.

Now, thinking aloud about the cipher.

• This is not Caesarian shift. Brute-forcing different keys returns gibberish.
• I assume the circled numbers are keys, but which word do they apply to - the previous of the next one? In any case, one word on each scrap doesn't have a corresponding number, so how are we going to decode it?
• The first scrap has 50 letters, 1 punctuation mark, 9 circled numbers; the second one has 40 letters, 1 punctuation mark, 6 numbers. I think they are too different, and one can't be a key to the other.

There are five 'words' that don't have a circled number after them:

Blue scrap:

• OOHSkDLSY
• HWD
• RSGID

Yellow scrap:

• MKPSNOTεC
• COTE9RN

(I'm not sure if the 9 I transcribed is actually supposed to be a 9, and I'm approximating as closely as I can with the ε; it's probably just supposed to be an E.)

One 'word' on the yellow scrap has a circled number right in the middle: YOM(+2)I!
