All you need to do is use paint to re-size the avatar a bit then save as JPEG. Max size is 200x150, so just make it as big as you can while both retaining the ratio that the original pic had and making sure that the dimensions don't exceed the limit. As long as it's saved as a JPEG you should not have to worry about the file size being above 20KB.

It is transdimensional stuff from across the fourth wall. Through I do have a real recipe to make green coffee it if a family thing.
