Qara, if you get time!lazers, you can time-travel to the moment Mimsy is drinking th Hourai Elixir and PERMANENTLY turn him into a puppy. Anyways, back to my work, training with my puppies and kittens, making machines, powering up my powers...

No, because the Hourai Elixir extends backwards in time, meaning that by the time he drinks it, it is already as if he had. Fortunately, it is now puppies.
