Is he exploiting them for his own nefarious purposes, though? Because if he isn't, "Time Lord Victorious" doesn't apply.

The Doctors purpose was "nefarious" in most purposes. He was trying to help people.

So, it's not time travel, apparently. It's reality travel, or something equally complicated and fucked up. And the Heroes of Time know when something's gone screwy with the Alpha timeline.

It seems to be the opposite, at least currently that's how it's being portrayed. His appearance clears up static (like for Rose and terezi's recent conversation). It's likely the static is being caused by the destruction lord English is causing as it's getting closer

I think holding the entire story on your hand, so that you can stuff the entire metaverse with Cosmic Powder and Candy Corn is as close as someone can get to everything.

In a story like Hussie's, everything is relevant. That's why WMG is never too far fetched.

I'm kind of imagining John's new jumping-around powers as physically blowing the dust out of the cartridge that is somehow his universe.

So um... do you guys think that the thing about pages starting to appear over the web page instead of being "framed" inside of it will become something important or is just some sort of style choice?
