Forum terminology. He posted on the thread, so the thread bounced up to the top of the thread list in the Off Topic section. Bumping threads is to make sure they stay near the top and are easy to see.

If it isn't posted on in a while it could get buried so you "bump" it back up . Probably not the actual explanation but I hope it helps.
