At the very least, he says something to that effect on episode 1 or 2 if I'm not mistaken during the fight in the burning bar. But, you didn't answer Never's so I'll leave that open. (I'm tempted to say "...The force" just for the hell of it, but I don't think the coincidence bit is part of the Jedi code.)
It isn't originally from there. It's an older saying....there are some things that can beat smartness and foresight. Awkwardness and stupidity can. The best swordsman in the world doesn't need to fear the second best swordsman in the world; no, the person for him to be afraid of is some ignorant antagonist who has never had a sword in his hand before; he doesn't do the thing he ought to do, and so the expert isn't prepared for him.
